Consular Services and Assistance

The Consulate general of Luxembourg in Shanghai provides consular services to Luxembourg nationals living or travelling in China. Please see the sections below for additional information on registering at the Consulate, applying for a new passport, and frequently asked questions. Registration at the Consulate

Luxembourg nationals living in China are strongly encouraged to register at the Consulate general of Luxembourg in Shanghai or at the Embassy of Luxembourg in Beijing, depending on their place of residence. 

Why register at the Consulate?

The Embassy in Beijing and the Consulate general in Shanghai provide consular assistance for Luxembourg nationals in China and offer the following services:

  1. Consular services and assistance (delivery of new passports; certification of select documents; assistance in emergency situations);
  2. Information on events related to Luxembourg (Luxembourg National Day; receptions and official visits; activities organized by the Consulate).

Registering at the Embassy or the Consulate will allow our consular teams in China to reach you more quickly in case of a crisis or an emergency and will help you stay up-to-date on the latest Luxembourg-related events in China.

Where and how to register?

Luxembourg nationals resident in Shanghai, Anhui, Jiangsu, Zhejiang or Fujian are kindly requested to send the registration form to the Consulate general of Luxembourg in Shanghai. Luxembourg nationals resident in any of the other remaining provinces are kindly requested to register at the Embassy of Luxembourg in Beijing.

Applying for a passport

Preliminary steps

Before applying for a passport, applicants are kindly requested to:

  • check and confirm in advance the information listed about them in the National Registry of Natural Persons (Registre national des personnes physiques – RNPP). It is this information that will be used on the passport application;
  • Check and confirm in advance that the address indicated on the National Registry is their current Chinese address; please contact the RNPP in case any modifications need to be made.
Scheduling an appointment

In order to apply for a passport, applicants are invited to contact the Consulate general of Luxembourg in Shanghai to schedule an appointment.

Submitting the application

Once the appointment has been confirmed, applicants are invited to present themselves in person with the following documents:

  • their current Luxembourg passport or ID card;
  • first-time applicants or applicants who are not in possession of a valid Luxembourg ID card or passport must provide a valid certificate of nationality issued by the Nationality Office;
  • a recent photo (complying with ICAO standards);
  • a recent residence certificate established within the last 3 months, or a Chinese residence permit;
  • a payment receipt of the passport fee (see below).
Collection

Passports can typically be picked up at the Consulate 2-3 weeks after submission of the application. Applicants will be notified when the passport is ready for collection. 

Passports delivered to the Consulate can be collected at the Consulate either by the applicant or by a proxy designated at the time of application. 

The receipt received when the passport was applied for must be signed and handed over when collecting the passport.

  • online via MyGuichet.lu;
  • by deposit or transfer to the Bureau des Passeports, Visas et Légalisations BPVL's post office account (IBAN: LU 46 1111 1298 0014 0000 / BIC: CCPLLULL). Please specify purpose of bank transfer: "Passport application SURNAME/NAME"
Applying for a first passport for a newborn child

In order to apply for a first passport for your newborn child, you will first need to apply for a certificate of nationality through the Ministry of Justice's Nationality Office. Additional information on this procedure can be found on Guichet.lu

Please note that birth certificates issued in China should be (1) translated and notarized as well as (2) legalized by the Chinese Ministry of Foreign Affairs and the Luxembourg Embassy/Consulate general in China. 

Once you have received the nationality certificate for your newborn child, please contact the Embassy/Consulate general in order to apply for a passport (cf. procedure detailed above). 

What to do when your passport is lost or has been stolen?

If you have lost your passport or if it has been stolen, please contact the nearest police station/Public Security Bureau (PSB) and ask for a Report of Lost or Stolen Passport (护照报失证明).

After that, please contact the Embassy in Beijing or the Consulate general in Shanghai.

We friendly remind you to always keep a copy of your passport at home in case you lose it or it is stolen.

What to do when your passport is lost or has been stolen?

If you have lost your passport or if it has been stolen, please contact the nearest police station/Public Security Bureau (PSB) and ask for a Report of Lost or Stolen Passport (护照报失证明).

After that, please contact the Embassy in Beijing or the Consulate general in Shanghai.

What assistance can be provided in case of death of a Luxembourg national in China?

In the event of the death of a Luxembourg national while in China, the Embassy/Consulate general in China will immediately inform the Directorate of consular affairs and international cultural relations so that the latter may, if needed/requested, inform the family of the deceased and advise it as to what to do to organise the repatriation of the mortal remains/ashes or else burial in the country.

The Embassy/Consulate general can also assist the family of the deceased in obtaining or notarising select Chinese administrative documents.

In order to provide aforementioned assistance, the Luxembourg Embassy/Consulate general in China will typically require the following documents:

  • a copy of the deceased's passport or ID card;
  • a copy of the death certificate (死亡证明), issued by a hospital
What assistance can be provided in case of an accident or a serious illness in China?

In the event of a Luxembourg national suffering an accident or serious illness in China, the Embassy/Consulate general in China can assist by contacting the family of the national in question in order to pass on relevant available information on the individual's state of health, and possibly the contact details of doctors/hospitals. If needed, the Embassy/Consulate general can also assist the national and his/her family with local Chinese procedures in the event of hospitalisation or  medical repatriation.

Under no circumstances will the Embassy/Consulate general pay any hospitalisation or other expenses (drugs, medical treatment, etc.).

Can I get married at the Consulate or at the Embassy?

Please note that the Luxembourg diplomatic/consular missions in China cannot officiate marriages.
